Evidence continues to show that overtreatment is a major cause of runaway U.S. health care costs. Our fee-for-service system rewards doctors for doing more procedures and surgeries. Doctors need to protect themselves from lawsuits by doing more diagnostic testing. The two systemic incentives combine for unnecessary testing and procedures that amount to an estimated one-third of total U.S. health care spending.
