Patients could contact doctors by email

“Under plans being considered by ministers, patients would be told to electronically submit a description of their condition which would be answered by doctors later on in the day.
The doctor would then advise the patient to visit the surgery or arrange a home visit if they believed the symptoms were serious enough to warrant an appointment.”
