Cell Phone-Based and Internet-Based Monitoring and Evaluation of the National Antiretroviral Treatment Program During Rapid Scale-Up in Rwanda: TRACnet, 2004-2010

Nsanzimana S et al, Journal of Acquired Immune Deficiency Syndromes, 59(2)

BACKGROUND
Monitoring and evaluation of antiretroviral treatment (ART) scale-up has been challenging in resource-limited settings. We describe an innovative cell-phone-based and internet-based reporting system (TRACnet) utilized in Rwanda.

METHODS
From January 2004 to June 30, 2010, all health facilities with ART services submitted standardized monthly aggregate reports of key indicators. National cohort data were analyzed to examine trends in characteristics of patients initiating ART and cumulative cohort outcomes. Estimates of HIV-infected patients eligible for ART were obtained from Joint United Nations Program on HIV/AIDS (Estimation and Projection Package-Spectrum, 2010).

Is the Cell Phone Revolutionizing Health Care?

“Over five billion people in the world today have cell phones, and they are doing a lot more than just talking. Globally, people are using mobile phones to surf the web, telecommute, and increasingly in the developing world, send and receive money. Technology experts believe that the next revolution will not be televised, but be driven by devices that fit into the palm of your hand.

Telemedicine in Primary Health, The Virtual Doctor Project Zambia

Mupela EN et al, Philosophy, Ethics, and Humanities in Medicine, 6(1)

This paper is a commentary on a project application of telemedicine to alleviate primary health care problems in Lundazi district in the Eastern province of Zambia. The project dubbed “The Virtual Doctor Project” will use hard body vehicles fitted with satellite communication devices and modern medical equipment to deliver primary health care services to some of the neediest areas of the country. The relevance and importance of the project lies in the fact that these areas are hard-to-reach due to rugged natural terrain and have very limited telecommunications infrastructure. The lack of these and other basic services makes it difficult for medical personnel to settle in these areas, which leads to an acute shortage of medical personnel.
