“The cost escalation of health care in the U.S., which is outstripping the growth of the national economy and therefore taking up a larger segment of the total gross domestic product, is a concern everywhere. Policy makers have addressed the questions involved in this issue in the public arena, meanwhile private insurers are looking at this issue in their own ways.

The accountable care organizations (ACO) model, recently discussed at length at the Partners Healthcare Connected Health Symposium 2011, endorses the idea of collaborative care and communication among primary care providers, emergency service providers and patients themselves.

“The theme of Mr. Tempesco’s presentation was that, while numerous forms of organizational structures have attempted to create value from health data exchange, including Community Health Information Organizations and Regional Health Information Organizations, ACOs may in fact be the model that will finally cause the financial need for clinical data exchange that has eluded healthcare delivery for decades.

“An Enterprise HIE is defined as the mobilization of healthcare information electronically across organizations. The Enterprise HIE can be used to move information within a region, community or hospital system. As such, the Enterprise HIE system is a great answer to problems found when forming an ACO. HIE provides the capability to electronically move clinical information among disparate health care information systems while maintaining the meaning of the information being exchanged.
A HIE can also assist public health authorities in the analysis of the health of the population, which aids the cost cutting goals of accountable care. Ultimately, the goal of an HIE is to facilitate access to and retrieval of clinical data.”

“The problem for a company like Google or Microsoft is their success is measured in the tens of millions. Those kinds of numbers are only present in the legacy reimbursement model. Frankly, Google could have done all the right things, but if the reimbursement model doesn’t change Personal Health Records will remain irrelevant for most healthcare providers.
