Onder medici en in de media is veel beroering over het landelijk elektronisch patiëntendossier. Het zou niet werken, onveilig zijn en technisch al niet meer van deze tijd. Het ministerie van Volksgezondheid reageert op uiteenlopende bezwaren, vervat in tien stellingen. Conclusie: veel kritiek berust op misverstanden.
Minister Ab Klink zet de vaart erin: volgend jaar is het landelijk elektronisch patiëntendossier (EPD) een feit. Zorgverleners weten voortaan met één druk op de knop wat de patiënt op medisch gebied heeft meegemaakt. Overdrachtsfouten zijn verleden tijd.”

Breaking News: Congress Wants to Create National eHealth Network, Legislate Who “Owns” Health Data

“Clue - it ain’t patients. Google. Microsoft. I hope someone in your healthcare organizations reads this brief. Look especially to the latter 1/3rd.
Browsing Twitter this afternoon, I learned about a House bill draft (HR ____) nicknamed “Health e-Information Technology Act of 2008″ from @jesran.
It has not yet been assigned a number, but the draft copy is available here. It looks to be in pre-committee.

Personal health records: addressing consumer needs for access

Abstract: In this paper, we present a discussion of personal health records (PHRs). The development of PHRs in the USA has occurred as a result of the Institute of Medicine’s direction to improve healthcare quality and make it more patient-centred, as well as demands from patients for more control of their health data. The PHR addresses timeliness, patient safety and equity. The PHR is also integral to the US National Health Information Network (NHIN) being designed to give all Americans access to electronic health records by 2014. Despite increasing access to PHRs via employers, insurance companies, healthcare providers and independent entities, adoption and successful implementation of the PHR as well as other types of electronic records (Electronic Medical Record (EMR) and Electronic Health Record (EHR)) is unclear. The specific interaction and distinction between these records is also unclear. This article differentiates the PHR from the other records, introduces the notion of ownership of medical information and presents a basic research model regarding PHR adoption and diffusion.”

Your Health Information: Ownership vs Access and Control

“An April 18, 2008 Science Daily article asks the “vexing” question, “Who Owns Your Medical Test Results and Personal Health Data?” leaving me to wonder if there is something wrong with me. Why? Well, for one, I never think of my health information in terms of “ownership.” I mean, I know I have the right to view my medical information–the bigger question and a more important one concerns access and control–so I think a better,or at least more appropriate article title would be– “How Many Hoops Do You Have to Jump Through to Get Your Medical Information and Test Results.”

Electronic Personal Health Records Raise Privacy Concerns

“A controversial issue has been raised by researchers writing in the International Journal of Healthcare Technology and Management. The issue revolves around electronic personal health records (PHRs), which could be used, among other things, to reduce medical errors.
